Cellucci is an accomplished serial entrepreneur, managing partner of sizeable ($2B scale) Private Equity fund and senior executive/Board member with experience in both the private and public sectors.

He was appointed the first Chief Commercialization Officer in the US Federal government. During his public service, Cellucci was often described in the worldwide press as “A Strategist that EXECUTES” and a “Change Agent” in the public sector by developing and implementing innovative public-private partnerships that enabled the cost-effective and efficient development of products and services to keep the nation safe–all at the benefit of the taxpayer. In addition, he still receives between 40-50 invitations per week to serve as the keynote speaker at a variety of business, technical and government venues. Besides his business acumen and technical expertise, Cellucci has proudly been a First Responder for over 34 years.

Stephen C. Malone, MA

Senior Vice President, Countering Weapons of Mass Destruction and Chemical-Biological-Radiological-Nuclear Defense

Mr. Stephen C. Malone has more than 37 years of experience in Countering Weapons of Mass Destruction (CWMD)/ Chemical, Biological, Radiological, and Nuclear (CBRN) Defense operations (including response to toxic industrial chemicals, hazardous materials, and toxic industrial compounds), and Homeland Security & Defense to include Critical Infrastructure Protection and Emergency/Consequence Management. Prior to entering private industry, Mr. Malone served in the U.S. Army Chemical Corps and retired at the rank of Lieutenant Colonel. During his military career, he served in a variety of leadership and management assignments from platoon leader to senior staff officer at the Pentagon.

Mr. Malone has served at the highest levels of the Department of Defense with over 11 years of direct service on the Joint Staff, Office of the Secretary of Defense (OSD) Staff, and Army Service Staff. His exceptional communication skills are the result of 20+ years of experience with Congressional inquiries, testimony, legislation such as Nunn-Lugar-Domenici, Weapons of Mass Destruction, Chemical, Biological, Radiological, and Nuclear (CBRN) Defense, and Homeland Security & Defense, and preparing documents for use on Capitol Hill.

Mr. Malone has worked for over 10 years with the U.S. Government Interagency, coordinating actions with the Department of State as well as the Departments of Justice (FBI), Homeland Security (Federal Emergency Management Agency/Domestic Nuclear Detection Office), EPA, Energy, and the National Security Council Staff. Tawainga Katsvairo, PhD

Senior Vice President, Consulting Services and New Technologies

Dr. Tawainga Katsvairo is a goal oriented consultant who oversees the Consulting Division for Cellucci Associates, Inc. He has performed C-level activities, project management and advisory roles on complex projects on a wide range of projects for multinational and publicly traded companies.

Tawainga has been involved in the identification of markets and market research for products leading to the placement of new products to the market in large retail chains. The insightful feasibility studies and market evaluations he has conducted have enabled companies to obtain federal and bank funding and facilitated decision making at senior management levels.

Dr. Katsvairo is a strategist who has successfully lead projects through the entire developmental and transformation breath–from conceptual ideas through research and development, and commercialization of technologies. He currently evaluates new technologies for commercial and technical viability, as well as investor funding potential for Cellucci Associates.
